Blockchain development in Paraguay, from idea to production

We turn your use case into a product you can launch, operate and grow. The same team designs the architecture, writes the contracts and integrates them with your systems.

Tell us what you want to build
  1. The Paraguayan framework, from the architecture

Paraguay keeps three regimes apart: registration with SEPRELAD, reporting to the DNIT and securities law. Before choosing a network we decide where each function falls, because that changes the supervisor and the data the platform must keep.

  2. Smart contracts ready for review

We write your business logic with tests and peer review. The code is prepared for an external audit and a phased deployment before it runs in production.

  3. In your language and on your schedule

You speak Spanish directly with the people who design and code. Meetings fit into your office hours, and between them the project carries on through shared documentation and a stable technical channel.

  4. A foundation ready to evolve

We document the code and plan deployments and monitoring. Your team receives a technical foundation for maintaining the product and adding features.

Use cases

Blockchain use cases in Paraguay

From cattle ear tags to maquila programmes, these cases start from controls Paraguay already applies and from a securities law that accepts distributed ledgers.

  • Steel grain silos and a loading tower of an agribusiness among fields in Itapúa, agribusiness bonds with blockchain in Paraguay

    Agribusiness bonds on DLT

Bonds of an agribusiness issued and recorded on DLT, a way of representing securities that Article 73 of Law 7572/2025 expressly includes.

  • Zebu cattle with ear tags in a wooden corral on a Chaco ranch at dawn, beef traceability with blockchain in Paraguay

    Beef traced through SITRAP

In SITRAP, regulated by SENACSA, each animal carries its ear tag and its origin and movements are recorded up to slaughter; the on-chain layer mirrors them without replacing that system.

    Blockchain for Agribusiness
  • Dome-shaped brick charcoal kilns and stacked sacks of charcoal in eastern Paraguay, lawfully sourced charcoal with blockchain in Paraguay

    Lawfully sourced charcoal

Law 6676/2020 bans for ten years the trade in the Eastern Region of charcoal from unpermitted forest clearing; every batch linked to its plot and its permit.

    Blockchain for Energy & Sustainability
  • Worker seen from behind routing car wiring harnesses on assembly boards in a maquila plant, traceable maquila inputs with blockchain in Paraguay

    Traceable maquila inputs

Maquila accounted for 68% of Paraguay's exports of industrial manufactures in 2023; every temporarily imported input traced to its re-export under Law 1064/1997.

Blockchain regulatory framework in Paraguay

Paraguay splits the framework into three regimes that do not replace one another. Virtual asset service providers register with SEPRELAD for anti-money laundering purposes; Law 7572/2025, applied by the Central Bank through its Securities Superintendency, covers securities issued and recorded on DLT; and DNIT Resolution 47/2026 adds an information return on crypto-assets. No registration or return amounts to a financial licence.

Security

Security in blockchain development in Paraguay

Every delivery goes through the same checklist before it reaches mainnet. What changes between projects is the depth of each control, because an MVP does not carry the same risk as a contract that holds third-party funds.

Before mainnet

  • Roles and permissions defined for every critical function
  • Unit and invariant tests, and fuzzing on the logic that moves value
  • Static analysis and peer review of every change
  • Multisig and timelock on administration when the risk justifies it
  • Custody and rotation of the deployment keys agreed
  • External audit when the value at risk requires it

FAQ

Frequently asked questions about blockchain development in Paraguay

What we are asked before a project starts.

Talk to our team
  1. Which regulations apply to a blockchain project in Paraguay?

It depends on each function. Anyone providing exchange, transfer, custody or management services for virtual assets registers with SEPRELAD and applies its AML controls; if the token grants negotiable credit, ownership or participation rights, it falls under Securities Market Law 7572/2025; and the DNIT sets an information return for the persons covered. None of those steps is a financial licence. We analyse the fit of your case before writing any code.

  2. Do you work with both startups and established companies?

Yes. We support startups from MVP validation to their first round, and established companies on tokenization, traceability and digital identity projects with strict compliance requirements. In every case, smart contracts go through tests and review before they reach mainnet.

  3. How do you work with Paraguayan companies?

In Spanish, talking directly to the people who design and build the product. Meetings are fitted to your working day, and the rest moves forward through shared documentation, written decisions and a stable technical channel.

  4. How long does blockchain development take?

It depends on product complexity, integrations and the level of review it needs. Before development we set scope, dependencies and phase deliverables. That lets you decide what reaches production first and what waits for a second iteration, without mistaking an MVP for the complete architecture.

  5. Which blockchain network is right for my project?

The one the product requirements call for, not the trend of the moment. For EVM projects we compare Ethereum, Polygon, Arbitrum or Base on finality, costs, tooling, interoperability, custody and compliance, and we consider non-EVM networks when they fit better. The recommendation covers contracts, indexing, wallets and operations, with the product's users in mind.
