EIP-712 defines typed structures and a signing domain. The domain can identify name, version, chain and verifying contract to separate contexts. It supports displaying signed content.
The specification does not itself prevent submitting a signature repeatedly. Contracts must include and verify nonces, recipients and deadlines where needed. The interface also does not guarantee every wallet displays fields correctly.
A typed signature may authorize spending, an order or a vote without sending a transaction. Gas-free signing does not mean the message has no economic effect.
