EVM operations have gas costs limiting computation and storage. A transaction sets a gas limit, the maximum work it allows. Exhausting that limit causes execution to fail, while work already performed still incurs a cost.
Gas price is usually expressed in gwei, an ETH denomination. On Ethereum, EIP-1559 separates a base fee from a priority tip. Gas used, gas price and the fee paid are different quantities.
A paymaster or relayer can pay the user’s fee. This changes the payer without removing execution costs. Rollup fees may also include publishing data on a base layer.
